Talent Magnet）を目指す都市戦略を打ち出している。こうした動きから分かるように，グローバル化時代の人材競争は，主に都市間競争の形で展開していると見られる。本報告書は，公益財団法人国際東アジア研究センター（ICSEAD）の研究プロジェクト「人材マグネット都市の形成と促進に関する研究」（2013～14年度の2年間で実施）の1年目の研究成果である。当プロジェクトは，効果的な都市成長戦略の策定のため，人材マグネット都市の形成要因を分析するとともに，近年の東アジアにおける人材マグネットを目指す都市戦略の取り組みおよびその成果と課題を考察する。本報告書は，4章から構成されている。第1章では，日本の47の都道府県を対象に，10年ごとのパネルデータを用いて1980～2010年の人口構造の変動による地域経済成長への影響を検証し，外国人を含む各種専門人材が住みたい魅力的な都市・地域を作ることの必要性を示した。第2章ではクリエイティブ・クラスと呼ばれる創造的な知識労働者層の重要性を唱えたFloridaの説に影響を受けた日本における都市間競争および創造産業の研究を整理し，そこで用いられた創造産業の地域分布指標を検討した。第3章では台湾におけるベンチャー支援制度を取り上げ，創業人材の輩出に適した環境を如何に創造するかを検討した。第4章では，帰国中国人留学生の急増に注目し，帰国者の急増背景と帰国後の地域（都市）分布への考察を通じて，発展途上国の主要都市がグローバル人材マグネットになる要因（条件）を分析した。本報告書は中間報告であり，各章には内容的に未熟な部分が残っているであろうが，関連分野の研究者や都市政策担当者のご参考になれれば，幸いである。当プロジェクトの実施にあたって，当研究センターの岸本千佳司上級研究員に加え，熊本大学法学部の朝田康禎准教授と韓国産業研究院の許文九研究委員には外部からの研究メンバーとしてご参加いただいた。また，当センター事務局からはプロジェクトの運営に関して継続的支援をいただいた。ここに記して，感謝の意を表したい。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_3_version_type_18":{"attribute_name":"著者版フラグ","attribute_value_mlt":[{"subitem_version_resource":"http://purl.org/coar/version/c_be7fb7dd8ff6fe43","subitem_version_type":"NA"}]},"item_files":{"attribute_name":"ファイル情報","attribute_type":"file","attribute_value_mlt":[{"accessrole":"open_date","date":[{"dateType":"Available","dateValue":"2015-10-20"}],"displaytype":"detail","filename":"report2013-01.pdf","filesize":[{"value":"4.4
