Talent Magnet）を目指す都市戦略を打ち出している。こうした動きから分かるように，グローバル化時代の人材競争は，主に都市間競争の形で展開していると見られる。\n本報告書は，公益財団法人アジア成長研究所（AGI）の研究プロジェクト「人材マグネット都市の形成と促進に関する研究」（2013～14年度実施）の二年目の研究成果である。当プロジェクトは，効果的な都市成長戦略の策定のため，近年の東アジア（日本，韓国，台湾，中国）における人材マグネットを目指す都市（地域）戦略の取り組みを概観したうえ，各種専門人材の地域間移動・地域分布の特徴およびその影響要因を考察し，人材マグネット都市（地域）の形成メカニズムと政府の役割を検証している。本報告書は，4章から構成されている。第1章では，日本を対象に，都市圏への人口集中などを特徴とする1980年代以降の地域間人口移動動向を確認した上で，2000年以降のクリエイティブ産業を担う人材（クリエイティブ職業）の地域分布の変化・特徴と影響要因を考察した。第2章では，韓国を対象に，域内人材の域外流出を防ぎ，域外人材を磁石のように吸い込む要因は何かについて，地域別人材マグネット潜在力指数の算出を通じて分析を行った。第3章では，創業人材を惹きつける創業環境を如何に創造するかに着目して，台湾におけるベンチャーキャピタル（VC）業の発展を取り上げ，VC業の発展を左右する要因，とりわけ政府の役割を検証した。第4章では，帰国中国人留学生の急増に注目し，その背景と帰国後の地域（都市）分布への考察を通じて，発展途上国の主要都市がグローバル人材マグネットになる要因（条件）を分析した。各章では，それぞれの視点から当該国・地域（日本，韓国，台湾，中国）の人材マグネット都市戦略に関連する取り組み・成果と課題を提示しており，関連分野の研究者や都市政策担当者のご参考になれれば幸いである。当プロジェクトの実施にあたって，熊本大学法学部朝田康禎准教授と韓国産業研究院許文九研究委員には外部からの研究メンバーとしてご参加いただいた。また，当研究所事務局からはプロジェクトの運営に関して継続的支援をいただいた。ここに記して，感謝の意を表したい。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_3_version_type_18":{"attribute_name":"著者版フラグ","attribute_value_mlt":[{"subitem_version_resource":"http://purl.org/coar/version/c_be7fb7dd8ff6fe43","subitem_version_type":"NA"}]},"item_files":{"attribute_name":"ファイル情報","attribute_type":"file","attribute_value_mlt":[{"accessrole":"open_date","date":[{"dateType":"Available","dateValue":"2015-10-07"}],"displaytype":"detail","filename":"report2014-02.pdf","filesize":[{"value":"4.0
