The puzzle is as follows. Even though most private healthcare providers have no formal medical qualifications, a significant fraction of households uses fee-charging private healthcare services, which are not covered by insurance.\nWhile the absence of public healthcare providers could, in part, explain the high use of the private sector, this cannot be the only explanation. The private share of primary healthcare use is higher even in the market with a qualified doctor offering free care through public clinics, and still majority of primary healthcare visits are made to providers with no formal medical qualification.\nThis paper examines the reasons for the existence of such a puzzle in India. Combining contemporary household-level data with archival records, I examine the aggressive family planning program implemented during the emergency rule in the 1970s and explore whether the coercion, disinformation, and carelessness under which the program was undertaken could partly explain the puzzle. Exploiting the timing of emergency rule, state-level variation in the number of sterilizations, and an IV approach, I show that the states heavily affected by sterilization policy have a lower level of public healthcare usage today. I also provide the mechanism for this practice showing that the states heavily affected by forced sterilization have a lower level of confidence towards the government hospitals and doctors and a higher level of confidence towards private hospitals and doctors in providing good treatment.","subitem_description_language":"en","subitem_description_type":"Abstract"}]},"item_10007_version_type_20":{"attribute_name":"著者版フラグ","attribute_value_mlt":[{"subitem_version_resource":"http://purl.org/coar/version/c_be7fb7dd8ff6fe43","subitem_version_type":"NA"}]},"item_files":{"attribute_name":"ファイル情報","attribute_type":"file","attribute_value_mlt":[{"accessrole":"open_date","date":[{"dateType":"Available","dateValue":"2023-01-27"}],"displaytype":"detail","filename":"report2020-03.pdf","filesize":[{"value":"1.8 MB"}],"format":"application/pdf","licensetype":"license_4","mimetype":"application/pdf","url":{"label":"report2020-03","url":"https://agi.repo.nii.ac.jp/record/268/files/report2020-03.pdf"},"version_id":"c8e49a8f-29d4-46a7-bd67-28b98ef5869f"}]},"item_language":{"attribute_name":"言語","attribute_value_mlt":[{"subitem_language":"eng"}]},"item_researcher":{"attribute_name":"研究代表者","attribute_type":"creator","attribute_value_mlt":[{"creatorAffiliations":[{"affiliationNameIdentifiers":[{"affiliationNameIdentifier":"","affiliationNameIdentifierScheme":"ISNI","affiliationNameIdentifierURI":"http://www.isni.org/isni/"}],"affiliationNames":[{"affiliationName":"","affiliationNameLang":"ja"}]}],"creatorNames":[{"creatorName":"Sur, Pramod Kumar","creatorNameLang":"en"},{"creatorName":"スール, プラモッド・クマール","creatorNameLang":"ja"}],"familyNames":[{"familyName":"Sur","familyNameLang":"en"},{"familyName":"スール","familyNameLang":"ja"}],"givenNames":[{"givenName":"Pramod Kumar","givenNameLang":"en"},{"givenName":"プラモッド・クマール","givenNameLang":"ja"}],"nameIdentifiers":[{"nameIdentifier":"201","nameIdentifierScheme":"WEKO"}]}]},"item_resource_type":{"attribute_name":"資源タイプ","attribute_value_mlt":[{"resourcetype":"research report","resourceuri":"http://purl.org/coar/resource_type/c_18ws"}]},"item_title":"Understanding the Puzzle of Healthcare Use: Evidence from India","item_titles":{"attribute_name":"タイトル","attribute_value_mlt":[{"subitem_title":"Understanding the Puzzle of Healthcare Use: Evidence from India","subitem_title_language":"en"}]},"item_type_id":"10007","owner":"20","path":["1","40"],"pubdate":{"attribute_name":"公開日","attribute_value":"2023-01-27"},"publish_date":"2023-01-27","publish_status":"0","recid":"268","relation_version_is_last":true,"title":["Understanding the Puzzle of Healthcare Use: Evidence from India"],"weko_creator_id":"20","weko_shared_id":-1},"updated":"2024-05-28T02:19:50.417070+00:00"}
