{"created":"2025-11-07T01:32:32.490774+00:00","id":2000253,"links":{},"metadata":{"_buckets":{"deposit":"90c3af94-ebc4-46ab-b4ad-7630aaf1e69c"},"_deposit":{"created_by":21,"id":"2000253","owner":"21","owners":[21],"pid":{"revision_id":0,"type":"depid","value":"2000253"},"status":"published"},"_oai":{"id":"oai:agi.repo.nii.ac.jp:02000253","sets":["1","1:1762478900801"]},"author_link":["108","366","208"],"control_number":"2000253","item_3_date_6":{"attribute_name":"item_3_date_6","attribute_value_mlt":[{"subitem_date_issued_datetime":"2025-11","subitem_date_issued_type":"Issued"}]},"item_3_description_11":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"日本の少子高齢化が進行する中、地方圏はとりわけ人口減少や労働力不足の影響を強く受けている。深刻な人材不足を補うため、外国人材の雇用は有効な施策の一つとして注目されており、特に地方都市にとって喫緊のテーマとなっている。なかでも外国人留学生は、若年層かつ高学歴であることに加え、日本語や日本文化への適応可能性が高い点から、受け入れ社会にとって望ましい人材とみなされており、採用ニーズが高まっている。\n\n日本の地方都市は、地方大学の継続的な運営の目的を含めて、留学生の誘致を積極的に取り込むケースも少なくない。ただし、地方圏の人材不足問題を緩和するためには、地方圏の留学生が卒業後を就職させる必要がある。すなわち、留学生が卒業後も当地にとどまるのか、あるいは別の都市または第三国に移動するのかは、地方都市における人口減少緩和策の有効性を左右する重要な要因となっている。それにもかかわらず、留学生の卒業後における就職地選択行動に関する先行研究は十分に蓄積されておらず、特に地方都市を対象とした実証的研究は乏しいのが現状である。\n\n北九州市は、典型的な人口減少に直面する地方都市の一つである。同市は2001年4月、「新たな産業の創出と技術の高度化」を目的として、「アジアに開かれた学術研究都市」を標榜する研究開発・産学連携拠点である北九州学術研究都市(以下、「学研都市」)を設立した。この学研都市では、北九州市立大学・大学院(公立)、九州工業大学大学院(国立)、早稲田大学大学院(私立)、福岡大学大学院(私立)が教育・研究活動を行っており、2024年6月現在、約800名の高水準の留学生(主に「環境技術」と「情報技術」を専攻する理工系の大学院生)が在籍している。北九州市は、留学生のために奨学金の提供、キャンパスライフのサポート、就職の支援、など様々な支援活動を行っている。しかし、留学生の地元就職率は、期待されたように伸びていない。地方財政が厳しくなっている中、留学生に対する公的な支援を続けるためには、留学生の地元就職率を高めることが求められている。\n\n本稿は、北九州市が行った学研都市における留学生の卒業(修了)後の就職地選択行動に関するアンケート調査結果を利用して、留学生の就職地選択行動の影響要因と地元就職の促進策を探るものである。本稿は6節から構成される。次の第2節では先行研究をレビューし、第3節では調査データを紹介する。第4節ではこれら留学生の卒業後の就職地選択行動を考察し、第5節ではその影響要因を分析する。最後に第6節では、本稿のまとめと政策提言を行う。","subitem_description_language":"ja","subitem_description_type":"Abstract"},{"subitem_description":"Amid Japan’s ongoing population decline and aging society, local cities are particularly affected by depopulation and labor shortages. To address the growing scarcity of human resources, international students are increasingly regarded as ideal candidates for employment, and the demand for retaining them in local cities is rising. However, existing research on international students’ workplace choices after graduation remains limited, and empirical studies specifically focusing on local cities are especially scarce.\nThis paper explores the factors influencing international students' workplace choices after graduation based on a questionnaire survey conducted among international students in the Kitakyushu Science and Research Park (Gakken Toshi). The results reveal that factors such as age, familiarity with local companies, and currently studying Japanese are positively and significantly associated with the likelihood of choosing Kitakyushu as future workplace. When focusing specifically on students who wish to work after graduation (excluding those who wish to pursue further education), receiving scholarships from Japanese institutions (such as the national government, Kitakyushu City, or private organizations) also shows a significant positive correlation. On the other hand, international students with Japanese language proficiency at or above JLPT N2 level tend to be less likely to prefer Kitakyushu.
